His killing time is between 8:00 pm and 9:00 pm, prime time. Police Chief Dugan zeroed in on a point in the video where the person can be seen flipping a phone in his hand. The chief believes this, combined with the person’s attire and manner of walking, is a potentially identifying clue. Tampa Police Chief Brian Dugan believes the killings are connected based on their close proximity and time frame. Tampa cops are looking for an individual seen in surveillance video strolling through the neighborhood, wearing a hoodie, on the night of the first murder. “We have no leads,” Dugan admitted over the weekend. “We have no motive.”
