US Marshals Use StingRay Surveillance to Catch Bad Guys Like Andre Neverson Not Invade Your Cell Phone Privacy As ACLU Mouthpiece Michael Barfield Claims. The FBI and the US Marshal Service will use StingRay surveillance to catch the worst of the worst like on the run Andre Neverson wanted by the NYPD for the murder of his sister and girlfriend. Andre Neverson is currently on the US Marshal’s 15 Most Wanted list. The US Marshal Florida/Caribbean Regional Fugitive Task Force is tracking Andre Neverson who could be in Florida. This dirtball Neverson has a pronounced pattern of violence towards women and may hang out in strip clubs. Neverson, 6′ 2″ tall and 240 lbs., may work as a Bouncer at a night club. Neverson may be buying and selling used cars. He was seen at a car auction in Trinidad. He was also big into music and Dee Jaying. His company was DTROY Productions. He also bounced at Caribe themed clubs in Brooklyn. 

Andre Neverson is a ladies man and apparently has the gift of gab. The women are usually professional type, nurses, teachers etc. His father and mother still reside in Brooklyn, but he has family in Trinidad and St Vincents.”Three participating agencies of the Marshals Service regional task force in the New York/New Jersey area requested that we adopt this investigation as a major case,” said Assistant Director Bob Finan, head of Marshals Service criminal investigations. “Andre Neverson has a history of violence and numerous prior convictions. He must be brought to justice.” Neverson has 2 murder warrants (pending) by the NYPD, an illegal re-entry warrant by the Immigration and Customs Enforcement (ICE), and a NY State Parole warrant for a previous attempted murder.  

According to FBI officials, the Stingray technology helps apprehend fugitives, provides information for complex drug investigations and can help lead to the rescue of kidnapped children. It’s also an “important tool in the Federal Government’s efforts to protect and defend the United States against terrorism and other threats to our national security,” he said. According to FBI officials, the release of the information would allow “criminals and terrorists to piece together information about cell site simulators’ use and capabilities and thereby develop methods to evade them.”

The StingRay is an IMSI-catcher with both passive (digital analyzer) and active (cell site simulator) capabilities. When operating in active mode, the device mimics a wireless carrier cell tower in order to force all nearby mobile phones and other cellular data devices to connect to it. SARASOTA, Fla. — The ACLU is suing the City of Sarasota, seeking information on the city’s police department and the controversial StingRay surveillance system. The StingRay surveillance program gives authorities a tool to defend. In this case, it’s against bad guys. Developed just a few years ago, the StingRay mimics a cell phone tower, allowing law enforcement to locate wanted criminals as long as they have a cell phone. Even if they aren’t on the phone, the StingRay can locate it.

Michael Barfield and the ACLU in Sarasota are attempting to disrupt investigative techniques used by Law Enforcement to catch violent felons. A city circuit judge dismissed a lawsuit seeking applications to the Florida state court and the state court’s orders, approving the use of “StingRay” devices capable of surveillance of entire communities. But the judge did not resolve the issue of the United States Marshals Service seizing copies of records from the Sarasota Police Department so the American Civil Liberties Union (ACLU) would not be able to get them. Detective Michael Jackson is, according to US Attorney Sean Flynn of the Justice Department, a “sworn special deputy” of the US Marshals Office. He is assigned to a “federally created regional task force”—the Florida/Caribbean Regional Fugitive Task Force (he covers the area where fugitive Andre Neverson is thought to be). He was working out of the Sarasota Police Department. 

Michael Barfield, an admitted ex-con was arrested by the US Marshal Service in 2000, filed the request for records from the Sarasota Police Department and is the vice president of the board of the ACLU of Florida, made an appointment on May 22 to inspect documents, which is not unusual when requesting public records. But, on May 27, the city was notified by a “federal agency” (US Marshal Service) that they were not to release the documents because Jackson was working for the federal government. Barfield’s appointment was canceled and in the next day or two the ACLU was notified that US Marshals had come to the police department and taken copies of records that were removed to another location. 

Michael A. Barfield, a paralegal and litigation consultant, plead guilty on May 12, 1999, to five Federal felony offenses, including conspiracy, obstruction of justice, perjury before a federal grand jury, and two separate wire fraud schemes. On October 25, 1999, Michael A. Barfield was sentenced to ten years in the Federal Bureau of Prison system, fined $7,500, and ordered to pay $50,500 in restitution. Michael A. Barfield did 6 years of the 10 year sentence, it appears that Barfield has a problem with Law Enforcement.
