September 24, 2015 Man Charged With Making Terroristic Threats In Plot To Overtake WV Capitol. CHARLESTON, W.Va. – A Wood County man is accused of planning to overthrow the state government and is behind bars, but police said he’s just a part of a larger organization that’s still active across the country. Thomas Deegan was arrested Tuesday on terroristic threat charges. He is a self-purported member of the Sovereign Citizen’s Movement, which is on the FBI’s domestic terrorist watch list. In a June Youtube video, Deegan said he is an ex-patriot. “I have expatriated. I have expatriated from the entire corporate structure of the earth, and I’d do it again,” Deegan said. Police said Deegan’s associate, Phillip Hudok posted three recordings of Deegan’s phone calls to his personal website. Court documents said in those recordings, Deegan planned with other members of the Sovereign Citizens Movement to remove government officials from office, try them for treason, then alluded to killing them if found guilty. Court document said in the recordings, Deegan invited members from across the country to West Virginia to locate police and military barracks across the state. They continue to say Deegan apparently didn’t want violence, but had a message for those listening, “If you see police coming and pulling up in a vehicle, I suggest you shoot them.”
September 24, 2015 New Government Report Warns of Anti-government ‘Sovereign Citizen’ Scams. Anti-government “sovereign citizens” – those “rules and laws don’t apply to me” folks who illegally occupy houses all over the United States – are finally getting the attention of the federal Department of Housing and Urban Development. HUD’s Office of Inspector General just released a 7-page report advising contractors, property inspectors, Section 8 housing administrators and Realtors how to recognize anti-government sovereign citizens occupying vacant properties or using false deeds to support leasing. The FBI, which considers sovereigns a domestic terrorism threat, and HUD’s Inspector General both “have noticed a resurgence of sovereign citizen fraud” in federal housing programs, the report says.

An Alaska “sovereign citizen” drew laughs during a court appearance on felony child support charges. Kevin Francis Ramey, who goes by the name “Birdman” in a series of YouTube videos and other online postings, was indicted on criminal nonsupport charges, reported KDLG-AM. The 57-year-old Ramey, who claims he is not required to follow U.S. or state laws as a so-called sovereign citizen, was arrested after he failed to show up last week for his arraignment on felony charges. Criminal nonsupport charges are ungraded to a felony if the amount of unpaid child support exceeds $20,000 or if payments have not been made for at least two years. Investigators said Ramey intentionally withheld more than $84,000 in child support payments. Ramey is the head of a sovereign citizens group called Sui Juris Court Angels, which he describes as essentially a civil rights group. “I help the laymen at law for free in forums of record and always will be. Know Your Rights, Protect Your Rights!!!” he says in a LinkedIn profile.

MARIE — By the time Pat Kelly realized he was in trouble, members of the anti-government sovereign citizen movement had already claimed 371 of the developer’s investment homes. And it all appeared to be legal, done with a favorite tool of anti-government groups: liens. “They came in and put tax assignments on (approximately) 400 units,” Kelly told the Billings Gazette recently. “And if I didn’t come up with the money in 60 days, they’d get it.” Kelly didn’t come up with the money. Consequently, 371 of his properties went to DTM Enterprises, a group represented by two sovereign citizens from Washington state, for a price of $187,086.43, according to Valley County tax records. The average home price: $504. Sovereign Terry Lee Brauner told The Gazette he isn’t interested in creating a compound. Rather, he sees development potential in St. Marie. He’d like to sell the buildings DTM acquired and eventually manufacture carbon fiber air tanks on a large scale, a plan Brauner said will take about $50 million.

In just seven years, the Sovereign Citizen movement, a movement that most Americans know little about, has vaulted to the top of the list of terrorist threats to the homeland according to a survey of law enforcement officials. Sovereign citizens has leaped over such better-known entities as local militias/patriots, environmental extremists, animal rights extremists, racist skinheads, neo-Nazis, and Islamic extremists, to grab the number one spot in a survey conducted by the National Consortium for the Study of Terrorism and Responses to Terrorism.
